Experiencing problems with your telephone, electric or gas service?

Use this site to file a complaint with the California Public Utilities Commission (CPUC).

Every state has their own rules or tariffs for many utility complaints so the CPUC can only address complaints from California residents.  If you are experiencing a utility problem, but live outside California, please contact your state’s publlc utility office.  

These agencies are responsible for investigating and resolving disputes between utilities and consumers, and use complaint data to make crucial and far reaching policy decisions.

For CPUC complaints, a short notification form to TURN is followed by a longer official CPUC complaint form. PLEASE DON'T FORGET TO FILL OUT BOTH FORMS!

The short form goes to TURN, after you hit submit you must fill out the official CPUC complaint form as well.


Most complaints should go to the California Public Utilities Commission; all gas and electric issues, local phone service, slamming and cramming, and billing and marketing issues.  Click here for a complete list. The FCC has jurisdiction over interstate phone service, international calling and some cell phone issues.

You must complete the official CPUC form in order to properly file your complaint.
