President's Participation at Baldrige Ceremony

For four out of the past five years, President George W. Bush has asked Vice President Cheney to substitute for him at the presentation ceremony for the Malcolm Baldrige National Quality Award. 
 
Many people and organizations, including the American Society for Quality, believe the President ought to be present in person to present the awards and impart the necessary dignity and importance appropriate for the nation’s highest award for quality.
