The Conference Committee approved $2.5 billion for high-speed rail in the 2010 appropriation on December 9, 2009.

Feedback from congressional staff revealed that our FourBillion.com campaign played an important role in getting the appropriation raised from the expected $1.2 billion.  Your emails and phone calls did make a difference.  I would especially like to thank US PIRG for mobilizing their members around the country.
