Senator Ayotte of New Hampshire has offered an amendment, SA 1068, to the FY 2012 National Defense Authorization Act that would create a classified list of secret interrogation techniques outside of the Army Field Manual. Creating a list of secret interrogation techniques would undermine the Army Field Manual standard and make it possible for a future Administration to secretly approve the use of torture as an interrogation technique.
