As the head of state, the Governor has the ultimate authority over the agencies in charge of the permits Nestlé needs to bottle and sell public spring water in the Columbia River Gorge: the Oregon Water Resources Department and the Oregon Department of Fish and Wildlife.
He has the power to stop Nestlé!
