Like last year’s repeal attempt, the conservative leadership of the NC General Assembly gutted an existing bill that had already been approved by the Senate and inserted the Racial Justice Act repeal language. Because the Senate has already voted on and approved the original Senate Bill 416, which dealt with tire retreads on school busses, they just have to vote to concur with the House’s decision to repeal the Racial Justice Act.
