In today's dire economic environment, it is completely inappropriate for Congress to consider passing the Bush-negotiated Free Trade Agreement with Panama.

International trade is important, but there is no reason why the rules governing that trade should continue being modeled after the failed trade policies of the past.

The Panama Free Trade Agreement repeats many of the same problems as NAFTA before it. This includes creating incentives for offshoring; undermining food safety standards; weakening financial regulations; and harming small farmers in the U.S. and abroad.

President Obama's first major act on trade should not be advancing a Bush zombie FTA that hurts working people on both sides of the border. The president -- and many others -- promised change on trade during the last election. The public both deserves and needs more changes than the Panama FTA provides.
